EXPERT ADVISOR ON HAZARDOUS ENERGY CONTROL REGULATIONS

CONSAD has developed an expert system for the regulations covering the control of hazardous energy sources (lockout/tagout) during maintenance and repair operations. The complexity and technical issues embedded in occupational safety and health regulations are often daunting to small and medium sized firms.

The Lockout/Tagout (LOTO) Advisor asks questions of the user and, based on the responses, makes a determination on the applicability of the following regulations:

• 1910.146 Confined Spaces
• 1910.147 Control of Hazardous Energy (Lockout/Tagout)
• 1910.268 Telecommunications
• 1910.269 Electricity Generation, Transmission and Distribution
• 1910.301-.335 Subpart S

At the end of the session the program compiles a report and provides a summary of the regulations that are applicable. The user can also view the full text of these regulations.

The "Public Test" version will be released in October , 1999.

CONSAD was also the developer of the Asbestos Advisor, which received the Hammer Award for the contribution that this system made towards the improvement of government service to the public.
